The quest text for Seek the Unique pt2 is:
"Assign Torvoth Bzech'Gruul to a system and raise it's level to 7."

How is that even possible?
Endless System Development is level 4. How to get up to 7 from there?

Correct. Heroes will passively increases in experience, and on systems, they will gain experience when infrastructure/etc are completed (based on the industry involved). You can also have them level in a fleet by participating in combat/exploring new systems/curisoities/etc. There is a religious law that boosts the rate of experience increase as well.

You can also raise Hero level in fleet as Admiral, the only requirement is that that specific hero should be of level 7 or higher, when you assign them to system.
