I did not find a description of what a "unique planet" is in the wiki and google.
Since the counter 1 \ 2 - examined all the planets i own, for one that will stand out with something - did not notice anything suspicious.

What is this planed and how do i identefy it?

A unique planet is a named planet with lore.
You can find them around, usually connected to the endless in some fashion.
You can see that they are unique at a distance by them having a thick white circle around their icons.

Well, regarding the first question... You just need the tech to colonize it...
The second... honestly, I am not sure. I am not that deep into the later game details of Endless space (as I have a tendency to restart constantly XD).
I think you should be able to find other.

To reconstruct a destroyed planet, you need a Behemoth with Advanced Climate Engineering equipped on it
