I can't seem to make this Pacifist law work. In which tab am I supposed to force the Peace instead of the Cold War? If I Simply propose it in the Diplomacy tab, it doesn't work. 

There should be another diplomatic treaty available when the law is active called Force Peace. It costs twice the cost of normal peace but can't be refused
