Does the Steam in game FPS report about the same amount of FPS?

And I assume you're still running your 980TI rig right?

It sounds like you have Vsync (1:2) enabled which basically caps you at 30FPS

Alternatively it could be you've manually capped your FPS to 20fps, as you can set the fps cap in the video menu as well. Its the slider under the Vsync option which can be set as low as 20fps (god my eyes, that hurt just to test)

If the in-game setting doesnt seem to work delete your configuration file in

My Documents\Endless Space 2\Users\<some numbers>\Registry.xml

Well... Just started the game and things work just fine for some reason.

You were right though, V-Sync was on, but on 1:1, fps cap was set to 59 (manually by me before). Deactivated it though because of G-Sync.
