Minor factions diplomatic relationship won't increase if a minor faction had been assimilated.
Description
Playing as Horatio with Eyder assimilated earlier in the game (as can be confirmed by going to the empire summary page, and looking for the [TBD]Tithe Collector trait, the assimilated trait of Eyder), but now any actions that would increase the relationship with other minor factions will fail.
Steps to Reproduce
1. Load the provided save file (horatio.zip), praise either minor factions on the map.
2. Go to next turn, and notice the relationship bar of the praised faction did not increase.
