I'd start with reinstall all the redistributables in <steam>\steamapps\common\Endless Space 2\_CommonRedist\

Run all 3 directx/dotnet/vcredist manually

You must reboot after installing

Don't skip the SEGA / Amplitude Intro. 

I know it sounds strange, but that fixes it for me.

Problem isn't solved.

And one note: pirate version of game works properly, dude.

Note one odd thing is that the game thinks you are offline. The game doesn't really need you to be connected other than for dlc checking. Are you actually playing the game offline? If not your firewall might be causing some wierd problems with the game.

Also update your iwndows 10 install as it appears you're not running on the latest version

I'm updated Windows 10, and it now working.

ok, I'm having similar problems except as you can see....

I can load certain older game files, I tried everything from drivers and micro redistr and etc but no hope.
