It's not officially out yet but you can still play it if you download the preview. Right click on Endless Space 2 on Steam, Properties, Betas. Select the preview patch from the drop-down menu.
It doesn't seem to matter, if the DLCs are listed as installed or not. They are included in the main game. I think the devs want to show off with all their free DLCs (and they totaly have to) and decided to list them separately on steam. Still confusing to me.
