I began a new game, the game intermittently stops about 0.3 seconds. The period of the stops is about 8 ~ 10 seconds.

Well, it can be regarded as a minor issue, but actually it is quite annoying for playing the game.

It more frequently happens when I move to next turn, zoom in and out, move my sceen in science pannel... etc.

I turned off every mods, every expansion package option, set the galaxy size to medium from enormously huge, but nothing helped me.

Please help me for this issue.

I'm not having any issues on my end though 

In the meantime, while you wait for a DEV to respond, Try lowering the graphics of the game (it could be that your computer may not be able to handle the game), restarting your computer, and/or, if you don't mind, uninstalling and reinstalling the game. 

Also, you may want to provide your comp. specs.
