So I own every DLC to ES2 (I have for several weeks now), but three of the badges pertaining to Supremacy, Harmonic Memories, and Celestial Worlds aren't unlocked; is there a way for me to refresh my Steam sync or something?

In your profile, you can click on the Steam Account Linked box and it will re-sync. You might want to restart Steam first, though.
