Started a new game as the Lumeris. Techs are showing as requiring industry. Mouse overs aren't showing the details of the technology's impact on game when researched.

The Industry cost shown there is the Industry cost of the Star System Improvement that the technology unlocks, as you seem to be hovering over one of the small unlock nodes. The larger circle of PeV-Scale Accelerators should show the science cost to unlock the technology.

That the effects of the building are not shown is unfortunately the "disappearing tooltips" bug rearing its ugly head again. Rebooting the game should fix that.
