As far as I recall, you can not terraform inhabited planets using Behemoths. However, the fact it tells you that you are missing a tech rather than that inhabited planets are not a valid target would be a bug in that case.

I had this bug a while ago as well, however, doesn't not being able to terraform inhabited planets defeat the purpose of this module? It is a tier 4 tech and module, and by the time you obtain it, most planets would already be colonised!
