I'm trying to use the Terraform planet fleet action to speed up the Heartfire terraforming process which is part of the Unfallen faction quest.

The action is inactive and says the Climate Engineering tech was missing, which is not the case - see screenshots.


Am I doing something wrong or is this possibly a bug?

As far as I recall, you can not terraform inhabited planets using Behemoths. However, the fact it tells you that you are missing a tech rather than that inhabited planets are not a valid target would be a bug in that case.

I had this bug a while ago as well, however, doesn't not being able to terraform inhabited planets defeat the purpose of this module? It is a tier 4 tech and module, and by the time you obtain it, most planets would already be colonised!
