The United Empire is missing it's ruler. I've tried restarting my computer, and reinstalling the game from steam. This happened coincidentally when I bought Dark Matter and Awakening DLCs, but also when I connected my steam account here and installed the extras for endless space 2.

Maybe it is awakening content. Dark Matter popup looked fine
