Left mouse click on truce and post new  screenshot. In your posted screenshot you didn't select truce, yet.

Bear in mind I am trying to FORCE  a truce, not negotiate a truce normally. 

I'm pretty sure this is something to do with the Academy Quest forcing you to attack each other. Most people play with it off because it's not great.

As usual, Cobbs is right. So you'd have to solve the competitive academy quest, first, for to normalize the relationship with the Lumeris. From what I remember, the Lumeris should attack you on the quest-nodes, only, as long as the questline is active.

I am in total war against eh lumeeris and am attacked everywhere. The lumeris are in alliance with another rejuvenator who I also cannot make peace with.
