Can you start games at all (as in fully launch into a new game, not the main menu) even if without DLC?
Report what happens and upload the Diagnostics so I can see what is happening, will go a long way to solving this.

My guess is the Game is not connecting to Steam correctly (Happens even on the Dev build rarely)
