So trying to sort the process of adding an empire improvement to a technology.


Things that need to be added:

  1. EmpireImprovementDefinition
  2. SimulationDescriptor for that EmpireImprovement
  3. In the desired TechnologyDefinition add a line for the SimulationDescriptorReference

Is that correct? Is that the full list of needed changes?
