I did a quick search and didn't find anything that mentioned this. What does the mod load order (which I'm assuming are the numbers to the left of the mods in the mod menu) have an effect on in terms of multiple mods changing the same file? Some games make it first come, first serve (stellaris), others say that the last to load overwrites anything before that (skyrim). In this game, will mods lower in the list overwrite mods higher in the list, or will mods lower in the list not get a chance to write if the file they modify has already been modified by a different mod?
In particular, I'm thinking of using the game balance mod alongside the official G2G mod. for the most part, they modify seperate entities, but there is a bit of an overlap - the buildings G2G edits are also edited in the game balance mod, and the game balance mod (which mostly edits buildings) also modifies the political impact of militant actions, as well as xp gain of admirals on fleets, both of which might be edited in the G2G mod. if possible, I want G2G to overwrite the other mod.
