Hyper-Productive Population and Food late-game Rework

This mod aims at finding a use for Food in the mid-to-late game as well as giving the players an opportunity to play "Tall" rather than "Wide".

Features:

- 3 new technologies (+specific versions for Vodyani and not available for Riftborn)
- 3 new buildings: 1 granting extra food and the other 2 increase your food consumption for FIDSI bonuses.
- 3 new empire improvements: 1 granting more population slots on gas and sterile planets, the other 2 reduce your maximum number of systems before over-colonization disapproval(if you research the food-consumption buildings).

The process to test is a bit slow so I appreciate every feedback to improve the mod!

But we can already convert food into industry (and then into science/dust) with super-biofuel plant in the vanila game.


I do not see why anyone would ever choose to build your super(hyper) food plant over the super-biofuel plant which honestly promises far better incentive than the +15% FIDSI that your building gives.

Let's say you have a system full of population producing 1k of each main resource. Having the super-biofuel plant means you get 2k Industry. Converting it into Dust or Science means 25% of Industry into it (or 50% if you have the late-game tech) making you loose all your Food and Industry to have +500/+1k Dust or Science.


With the same setting, getting the super + hyper-food factory gives you +250 of each resource. That means you get even more resource than the super-biofuel plant. It's just that instead of having everything in one resource, it is equally distributed between all the resources. And you do this by only researching one tech, you don't have to research the +50% Industry to Dust and +50% Industry to Science, making it easier and quicker to get.


With that said, I'm still trying to balance these since the process to test is slow but I think I'll make the hyper-food factory grants +20% FIDSI instead of +15%.
