I notice that anomaly reductions have a restriction that disallows Vodyani from building them.

However, removing this restriction still doesn't allow them to build reductions. Is this restriction also hardcoded?

The constructions on planets (colonization, terraformation, anomaly reduction) are hidden in GUI for Vodyanis, even if they can be built when the prerequisites are removed.

I've put this on a post-it and will look at it when I have time.
