Not exactly a mod - but an application that allows you to generate galaxies in a thrid party app.  Could be a map editor.

It's unfortunately impossible (or at least extremely complex) to create a tool for this via modding.

If you want us to "officially" consider it, you may need to create an Idea, but I have no idea when we'd have time for such thing

Didn't modders create a Map Edit/Generation tool for ES1? I love how much more polished ES2 feels, but this is a glaring hole; no scenario/map editor means no custom campaigns, and it feels like there are pretty stringent limits to what can be achieved via modding + random seeds.
