Is it possible to change the particle effects of weapons. For example, would I be able to go into a file and use a picture editor (unless the way the colors are generated are through hexes) and change the green lasers to blue? If so, where would I go to find the file for this?

Unfortunately it is not possible to modify the weapons FX: you can replace them with another one (eg. put the purple ones everywhere) but not create new colors.
