I did create a test mod, and I believe I found all the files referencing strategic resources.  (however, I could not get it to work.)  It feels like all the functionality *could* be contained in just the xml.  However, I've noticed while modding other things that random stuff is hard-coded where it doesn't seem really necessary.  So, knowing that devs sometimes respond to posts here, I figured I'd just go straight to the source instead of wasting my time tooling around in the xml.
