How to reset population growth limit?

Hi all! I am trying to reset the population growing limit to have a different flavor of game. For example, the population of a system can be increased by three instead of just one per turn, giving enough food stock. And for Riftborn, 2 could be built per turn instead of one (and maybe also make it available to build other structures when building populations). 

I tried to look into xml files but could not figure out how to do it. Does anyone have any idea which file should I look into or had anyone done this b4 and can help?

I also tried to edit xml files, but I could not remove the growth restriction of Riftborns. I removed the restriction of natural growth so Riftborn pop could be produced from food stock. However, that required another food consuming pop to be in the same system. If there was Riftborn pop alone, all of the food was subtracted. How can I remove this food subtraction? Can anyone help? Thank you!

It is hard coded, the only faction I know of that can do multiple is Umbral Choir. The constructible element should have a command for how many people it targets, see if you can change that.
