I thought the delux edition included all of the DlC, i bought the game two years ago and now when i access it I can't use the horation or any new faction because it is not activated, what does that mean?

From the Steam store page - the Digital Deluxe Edition contains the following:

The additional content you're looking for comes from the DLC expansion packs.
