Notification Pop Ups: Declared War / Development Grants

There are a few things in game that I'd like to be notified about, but I'm wondering if they exist as an option:

- When an AI faction declares war on another AI faction. Or any diplomatic change for that matter

- When my boost to a minor faction ends (I believe they are called development grants). There is no in game timer, and I just have to periodically check if its still active.

Does some mechanic exist to be notified of these when it happens? Thanks.
