Hi all, I need help, Steam download the game again (2nd time), the 1st time he just checked files and I could start and the 2nd time (now) he checked but start re-dl the game entirely for no reason, I run it as administrator, windows 7 comptability and exclude it from antivirus and still not working. Thanks for any help provided and sorry for my english.

Have you tried looking into a solution via Properties -> General -> Set Launch Options ? There might be an old way launch the game through those options. Check steam forums, they usually have something about tinkering with the launch options.

maybe try to check where the files were download and where Steam think the Library is? Maybe steam doesn't know where the game was installed...
