Hi,
I have come to a point where elections are game breaking when playing as a Federation. I can't see how I can predict and adjust my actions during a game to get desired election votes. I feel like I understand less about election results now than when I first started playing. I've spent 120+ hours playing Endless Space 2 and asked players of 1000+ hours of experience but noone can enlighten me on Federation's election results.

I have examples of when Systems with 35% support towards Industrialism, 30% Pascifist, 20% Militarist and 10% Science get 2 out of 4 representatives for Science!?
The system was newly colonized and had no Governor. Is the result intended, random or a bug?

Federation players are at a disvantage to players of different governments at a core mechanical level of the game from simply playing the game with different understanding of the rules! That's no fair way to set players to compete.

Please enlighten me, thank you!

Depends on the race. Mesari and Sheredin vote differently. Events per turn have an impact. If you build a lot of Patrol ships while playing for the United Empire, then the party of "scientific" goes to the Senate.
