Civilian fleets at the home systems

My greetings, inquisitive community. I have a question to ask and puzzle to solve for you.

Im playing the game for a while, and discovered a strange natural phenomenon: On some turn, above the skyies of my home system starting to pops up neutral "civilian fleet". Untargetable, untouchable, unstopable, unuseful chaotic hounds, invading our world on every home system and spreading deadly nothing.

What they are? What their goals are? Where they are from? What they are waiting?

God save us all.

PS. It's kind a joke, but a serious question.

I think that its a reward for certain quests that awards minor factions population, but because your planets are full they cant dock and so they are doom to wait for ever (kinda like a bug or something).

May be you could let the in by porting some of you population to other planets to make some room (but i believe i tested this and it doesnt worked)
