I'm having the exact same problem on this save: AutoSave 110.sav
Cant pass from turn 80 to 81 for the life of me.

I've encountered this before also, and I think its linked to the 'more hacking speed for backdoors' law. Can't confirm as I don't have any of these Choir saves, but only in games were that law was passed when the election came about did the turn halt.
