I am playing as riftborn and my friend sanctuary bombed my constellation as I was expanding onto it. So now I have sleepers everwhere. How do I counter this? I see the reveal sleepers, but what else can I do?
How do you detect UC sanctuaries?

To find sactuarys you need a ship with anti-cloak modules on it, of your anti-cloaling tech is equal or higher to the santuarys you will be able to see them and siegue and destroy them.
Keep in mind that the number of santuarys in a planet sets their cloaking level. Ie 1 sanctuary = level 1 cloaking, 2 sanctuary = lvl2 cloaking, 3 or more sanctuarys = lvl3 cloaking.

Add to @Balrog answer that any trace passing through a system will reveal sanctuaries in it.

This has now been changed a little bit with patch 1.4.9, quote:
- "Fixed the reveal of Sanctuaries through hacking. When tracing an operation it will reveal only the source Sanctuary (if it's one). When an Umbral Choir hacks a system, it will reveal all Sanctuaries on that system."
