In the shadows/riftborn Custom faction bug? 5 years ago

So have some problems with the custom faction combination, of the gameplay affinity called in the shadows and the visual affinity Riftborn, when i go ingame with this combo, and i hack a system, and i have got a base, i cant rememer the name but the thing the umbral chior can place instead of a base, and i have max pop cap in my system, and i want my home system to make population on the new base, then i press the send new pop to the other base, i toggle that, and then i place a riftborn pop in the queue to be made, then i end the turn, and it has been made, but it has not been sent to the other base. is there a fix to this, i really like to play that custom faction.

I have come across a bug with custom factions, it seems if you have the Riftborn visual affinity, and the In the shadows gameplay affinity. when you try to populate the sanctuaries by constructing populations, it does not populate the sanctuaries making them incompatible which is a shame cause I was so excited to combo the two together. I had used a minor population to fix this but after a patch now it tells me In the shadows in the incompatible with minor civilizations. 

Is this intentional? or something to be fixed?
