Academy Heroes Vs. Mercenary Heroes

What if there were two tiers of Heroes?


Mercenaries (that could be bought from the marketplace).


These would be weaker heroes due to the fact they are buyable.  (They could possibly have less rings of level advancement or limited abilities that are strictly suited to planets or systems).


Academy Heroes - would be heroes you would have to meet requirements in order to obtain from the academy.  It might be conditions like your empire needs to stockpile a certain amount of dust to woo them to your race.  It might be something like owning at least 3 gas giants in order to recruit.


The in game mechanic of unlocking the next available Hero from the academy could be changed to pick a Hero who's quest you wish to achieve in order to obtain.


I know I would try to perform requirements to obtain "uber" heroes from an academy.

I'm against the idea that Heroes should be split into two tiers. Instead, I'd like to increase the amount of dust you should pay to recruit heroes - if you think they're breaking the game balance. 

Also, I think the second idea is also controversial. For me, heroes are good resources not only to boost the stronger players, but also to give weaker players a chance. A stronger player is more likely to be a hero monopoly.

I would keep both types the same but the ones from academy would be on higher levels.
