Re-viewable unique planet lore

The unique planet descriptions should be view-able after they have been discovered, the description screen that gives a lore snippit about that planet should be tied somehow to the planet in the game when you view it zoomed in or somewhere else.

I've found too often i've accidentally closed the notification, or ended my turn, or just want to go back and read about that planet, but have long since moved on from the short window available
