It seems like a major political option is missing, the ability to ask another AI to start a war with another or improve the relations between two AI.

This is possible when you are influencing another nearby faction but there needs to be a way to(if you try and invest yourself hard) encourage even distant AI to start a war or stop a war with another AI.

Maybe have a wonder that allows this or some other specific and non trivial way to have this option..

Also allow the AI to do this as well, towards other factions and the player.
