Modify the Conquest Victory to count how many Constellations the player has control of, based on the total number of Constellations in the game, rather than a number of systems based on galaxy size.
Since the full Constellation control mechanics have been fully implemented, they are the perfect system for measuring a Conquest victory in a way that is intuitive and can be fought back against over the course of the game. One problem with the current Conquest victory is that a lucky empire can fill a dense backwater of unclaimed constellations to achieve victory, particularly if the density of systems is turned up, allowing them to obtain a Conquest victory with a minority of systems.
By tying Conquest victory to control of Constellations, Conquest victories will be spread out over a larger area and prevent empires from simply filling out a dense (but worthless) strip of space.
