"Close border" policy as a penalty instead of an "invisible wall"

Currently, the "Close border" policy is an invisible wall preventing ships from entering the area of influence.


I suggest that the "Close border" policiy is instead a penalty similar to one of the Embargoes.


I'm not sure if it's intendend, but in the current version, ships can get stuck within your closed borders. It looks to me that when ships can't find space lanes which doesn't have a closed border system at their ends become stuck inside the closed border territory.


With the "Close border" policy as a penalty, the ships should be able to move away.

It should be a heavy penalty, maybe infuence depending on the attack of the ship alongside  of giving the option to the transgressed party to penalize the transgressor if they dont leave ( it will hurt relations but have no dowsides, eccept for the transgressor)

As long as you get a notification that you are trying to move through Closed Borders
