Smear/denounce political party

There should be a political option for denouncing/smearing a political party come election time. The idea is that perhaps you don't really care which party is in charge/elected, as long as it isn't party X. Maybe your current plans don't align with party X's forced law, but you can work with the forced law of most other parties. Or maybe none of party X's available laws align with your plans at all, so you'll take anything else as an alternative.

For non-cheat election actions, "Denounce" would be the opposite of "Official Support", providing a minor penalty to the selected party. This could be helpful in cases where the selected party is in a close run for senate majority, or close run for getting into the senate to begin with, and you want to lower their presence.

For cheat election actions, "Smear" or similar could operate as a major penalty against the selected party. This would be helpful if you want to nearly guarantee the party is not present in the senate at all, but other than that are happy with whatever way the people vote. Given that this action offers a less certain outcome to the player than the other cheat actions, it should probably be the cheapest or second cheapest option.
