It can be more interesting to have a small Galactic Council like the United Nations. 


  1. The Council is open to all major and minor factions. Only a major faction can become the President for 20 turns. 
  2. The President can propose an act every 10 turns, which will later be voted by all members in the council. 
  3. The President can also propose to abolish an act in effect, which will also be voted. 
  4. If an act is passed to become a resolution, all members in the council should adopt it. 
  5. Anytime the Council contains less than half of the factions in the universe, the Council will cease to exist, with major diplomatic consequences for all factions.
  6. A Universal Victory can be achieved once all other factions admit that the President and its allies are dominant in the universe (and this is also an act too).
