In my gameplay I found that many of the more interesting battle tactics to be far to situational to take up one of my few tactic slots. 


My proposal is thus: Keep the current battle tactics slots for non-hero fleets, and add a second set of slots to heroes, allowing heroes to be lead unique specialized fleets that might not be viable otherwise as well as giving lesser used tactics more of a chance to shine.
