A simple change that would make pop types prefer certain governments over others. So, you would recieve a happiness boost from your Bhagaba if you're in a dictatorship (I assume that they would want a dictatorship because of their hive mind but this is just an example), for instance.


This would make choosing your government type as much about weighing the bonuses different governments give as it is about satisfying the needs of your people. Maybe even have it to where if a populace isn't living underneath its preferred government, it generates slight disapproval.


It would also lead to every race becoming a little more unique in their own ways, with some desiring a specific type of government, others being fine with one of two, and perhaps others liking pure anarchy.
