Currently, the Mezari (UE) Faction Quest tech Transparent Society gives a bonus improvement called Journey to the Stars and this tech feels very underwhelming. For over 2k Industry cost, you get 2 Happiness per Science Improvement on a system. Luxury Lottery and Colonial Rights both seem cheaper and more effective at boosting Happiness. I would suggest a change that adds some deeper strategy to its use.


                    


Note: The tooltip for the tech does say "+2 Happiness per Science Construction on Systems" so, if empire-wide is what was originally intended, it doesn't seem to be working correctly.


Current Iteration:


  • +2 Happiness per Science Improvement on Individual System
  • 2240 Industry Cost
  • 32 Dust Upkeep


Proposed Iteration:

  • +1 Happiness per Science Improvement on All Systems
  • 4480 Industry Cost
  • 64 Dust Upkeep


This proposed change would add more utility to this improvement. Not only would it mitigate unhappiness empire-wide, it would allow the Mezari to more effectively manage a non-Federation government type (losing that extra expansion capacity from Federation's Hero Total System Cap really hurts Mezari).


The whole premise of the tech seems to be a focus on the whole idea of using space exploration history as a way to improve morale throughout the galaxy. Make that Happiness bonus empire-wide to illustrate the Mezari citizens' sense of pride and accomplishment.


With so few ways for Mezari to manage their Happiness outside of relying on the Militarist and Independent Law-based methods (which, in my opinion, defeats the spirit of the faction change), an improvement such as this would open a door to new possibilities, even giving a player reasons to build science improvements in their high production systems. Right now, there is a large production commitment for very little reward. There are barely enough science improvements to squeeze out +20 Happiness on a single system. Please rework.
