The Vodyani have become less prevalent with the supremacy DLC. 

My suggestion is that the minor civs they (assimilate) become their slave civ.

This way other Civs can't assimilate their minor civs which allows the Vodyani to turtle in peace for a little bit.

I think this would also make the Vodyani a lot less annoying to play.
