Pop Allocation Within System

Hard to explain, but... 

When you try to shuffle pops from planet to planet within a system to optimize something, you only see the pops on planet that is currently moused over. This is very, very bad, as you can't grasp the entire pop breakdown in the system. The pops on all planets should be permanently visible , not only when moused over. I don't see one good reason why they are not always visible, except to maybe enjoy the view of the planet, but come on, if that's the reason...
