With the ability to toggle at a games setup "Free Travel Off" you would force a game whereby the only means to travel beyond your initial constellation is via Wormhole travel.  This would make the map FAR more tactical with choke points etc.. making important systems to hold and develop.

It would also help force diplomacy with neighbours either keeping them freindly so you can move fleets through their space unihindered or wiping them out so they cannot prevent your progress.

This would not affect the normal way of play but simply be an optional setting during a game set up for those who prefer to play this way.

Good arguments. Not fully convinced though considering that outer space cannot be said to have choke points, but you mostly sold me.

What about unconnected systems? I guess those would have to be disabled or have wormhole connections for this to make sense.

They could either have a wormhole connection to explain their unconnected state or alternatively they could just be given a random connection to one of the other nearby systems in order to connect them to the space lane networks.

The ability to toggle off free travel at game setup would allow for much greater variation in how games play out and would be a relatively simple thing to do.
