The two changes above should prevent the situation described below which currently occurs in the game:
After accepting truce from the loser, systems that the winner occupied are usually still within the loser's sphere of influence. During the truce, these systems fall under peaceful conversion back to the loser. This conversion also puts unfair diplomatic pressure on the winner.
Not only does the current game allow the system to return to the loser (via peaceful conversion over time) but the diplomatic pressure of that conversion allows the loser to enact diplomatic demands on the winner.
