When you have multiple types of pops on a planet, when you create a colony ship from that planet you should be given a choice between the pops there to colonize the new planet instead of letting it just always being your faction pop

This would work interestingly with the horatio faction as they would be able to get new pops of new factions easier but they may accidently wipe a planet of its pops :D
