Lumeris Real Estate Development

Allow the Planet Brokers affinity to "buyout" a property development on planets in other empires during Peace, allowing the Buyout of new improvements on those planets which benefit both empires.

In detail:
- It does not provide Population slots. It is not a Sanctuary.

- It is not invisible. This is not an Espionage mechanic.

- It cannot be built in Cold War or War. These are mutual bonuses.

- Permission is not required. Force Peace to ignore the city council and zoning laws!

- Improvements include Dust, Science, Influence, Strategic, Luxury, and Trade Value bonuses.

- The bonuses are always shared

This would extend the Pacifist affinity theme of "overlapping territory" common to both Unfallen and Umbral Choir, allowing Lumeris to do more interesting things with their affinity into the mid and late game. It would also complete the Lumeris theme of deal making, real estate development, and financial cooperation, with improvements like hotels, opera houses, and casinos.

Potentially, each such Property could have a small Approval malus to prevent over-use, and the player could liquidate the whole thing for Dust in case they need to economically betray the other empire.
