When the amount of heroes grows to 8-10 they become harder to manage.  Each turn generate few hero level up messages when you have to pick next hero skill. Most of the time it's just picking next best available skill depending on hero's role either as governer or fleet general. Late game this becomes quite repetitive and time consuming. Instead of doing this every time an alternative option could be introducing development plans.

  • Add a queue for desired future skills, like in a tech tree
  • When the hero levels up, level-up assistant automatically picks next skill from the queue and put a notification
  • Introduce two separate types of notifications: one for indication of auto-level up and another asking for a next action when the queue is empty

Optional

  • Add fully automatic auto-level up option to gain levels either as a governor or a fleet commander or a hybrid (with maybe 3 gradations defining a ratio of categories of skills taken)
  • Make skill category easily distinguishable between military or administrative, or both. E.g. draw a frame arond the icon, add subsectors to the wheel separating administrative, military and hybrid skills in each of 3 major sector.
