Overcolonization Penalty can be very annoying. Sometimes had to evacuate some systems in order to avoid anarchy, and sometimes happens that some key resources are in a system that I wouldn't colonize - like on a lonely tiny ice planet that would just stress the empire's approval.
What about adding an Outpost type that won't turn into a colony -useful for gathering resources- and buffed with weapons to eventually defend itself from an attack?
In Birth of Federation from 1999 there was something like that :)
