Mostly more of a buff to horatio or people that like to build loads of food buildings. 


While there are multiple high level food buildings at tier 4-5, they are mostly useless (unless your going food => prod or manpower) for making a system grow more population, as just the regular food buildings already account for the thing.


Also so ridiculous things like this don't really happen
