How about a faction living in stars? This faction would not be able to live on planets, so the stars should provide a huge amount of resources. Another possible move is, just like the Unfallen can control systems within the sphere of influence of others, so this star faction could potentially inhabit the stars within the systems of other players. This opens op a whole world of military and political possibilities.
On the military front, perhaps this faction could sabotage the stars they inhabit so as to destroy the system they live in? Or conversely to destroy them is to destroy the system. This takes into account some of the other ideas mentioned on this site about a star-destroying weapon. Politically this can lead to some very interesting interdependence between the star faction and others.
I realise that there are a number of difficulties as well. It would require an overhall of the idea of ownership: no longer would simply colonizing a planet be sufficient. I can imagine the rework needed for this. However I think one possible solution is that this star faction cannot expand in the normal sense. Rather, if they take over a system through war, they can either annihilate the colonies in the system or... they take overlordship of the system by controlling the star. In that case, the other factions still have official control over their systems, but they incur heavy fines which go to this star faction inhabiting their systems. This idea is not unprecedented. Think about Endless Legend's Cultists which essentially leech off of the provinces of other factions. The same applies here, only whereas the Cultists had a single city, the Star Faction have the star.
Focusing on stars would also open the possibility of star based luxury and strategic resources. This could lead to different weapon modules (solar flare attack modules, improved defenses or - how about an entirely new type of weapon that is neither projectile nor energy, but rather solar based?). Just think of the building improvements one can make due to protection against this star faction, or otherwise science/production buildings that can be made due to research regarding stars.
All in all I think there is SO MUCH content that can be drawn out of stars. There's so much focus on planets, and almost nothing on the stars.
Even if such a star faction, and everything else I suggested, is too difficult to implement, it would be nice to add some lore within the game of a long forgotton star inhabiting race. It will add more to the quests and overall feel of the game. This way you don't need to overhall the game and yet still keep to the soul of everything I've suggested.
P. S. I got the idea from a Sci-Fi series of books I read a few years back, called The Saga of Seven Suns, where, to everyone's horror, the major empires found the advanced alien Faero race living within their stars. As these Faeros battled against the gas giant inhabiting Hydrogues, systems died as the stars were destroyed (with colonies dying out)... and stars were reborn by the Faeros' efforts.
